There's one thing every non-European manufacturers of has bumped into when trying to come to EU market. That obstacle is called Article 95 or »Article 95 compliance«.
Here's what is says in essence:
»A biocidal product cannot be made available on the EU market unless either the SUBSTANCE SUPPLIER or the PRODUCT SUPPLIER is included in the Article 95 list for the product type to which the product belongs«.
