
The draft law on amendments to the Law has been published for public review.
Here’s an overview of the key changes:
- Introduction of a Central Vehicle Registry for the transport of hazardous materials, including data on inspected vehicles and issued safety certificates.
- A Safety Advisor for the transport of hazardous materials at any legal entity or entrepreneur involved in such transport and related activities must be appointed FULL-TIME, which was not previously required.
- Driver training (except for those transporting explosives and flammable liquids and gases) will continue to be conducted by authorized legal entities, but the competency assessment will be carried out by a commission formed by that entity. One member of the commission is an inspector from the relevant police department.
- The Minister of Internal Affairs will establish a coordination body for effective strategic management of hazardous materials transport and international coordination. Members of this body include representatives from the ministries of transport, ecology, agriculture, energy, and health.
- The deadline for submitting annual reports by inspectors overseeing the implementation of the law to the relevant organizational unit of the Ministry of Internal Affairs has been moved from the end of April to the end of February.
- Traffic inspectors responsible for overseeing the transport of hazardous materials (excluding explosives and flammable liquids and gases) must have a certification of professional competence as a safety advisor.
- Minimum fines have been increased, and a fine has been introduced for the safety advisor (100 – 250 KM).
