
If you are a manufacturer or importer of chemicals in Republika Srpska, you might be interested in the latest legislative changes.
On February 2nd 2024, the List of Amendments to the List of Substances of Very High Concern ("Official Gazette of Republika Srpska", No. 11/24) was published. The amendments came into effect on February 12th 2024.
The update to the List of Substances of Very High Concern was accompanied by an update to the List of Candidate Substances for Inclusion in the List of Substances of Very High Concern – the Candidate List.
Both lists can be found on the website of the Ministry of Health and Social Welfare of Republika Srpska.
The List of Substances of Very High Concern incorporates Annex XIV of the REACH regulation into the legal system of Republika Srpska. This annex defines the list of SVHC substances (Substances of Very High Concern) that require authorization in the European Union.
The previously valid List of Substances of Very High Concern from 2019 has been expanded by 16 substances with the new amendments. The list now includes a total of 59 substances or groups of substances.
The Candidate List is based on the EU Candidate List for inclusion in the SVHC list. This list is not published in the "Official Gazette of Republika Srpska" but only on the website of the Ministry of Health and Social Welfare of Republika Srpska.
The Candidate List has been updated with 26 additional substances (or groups of substances) compared to the previous version from 2020. Some earlier entries have also been modified. The total number of candidate substances (or groups of substances) is now 235.
Special rules apply to substances of very high concern, which I will discuss next time.
