PFAS restricted in firefighting foams

Commission Regulation (EU) 2025/1988 of 2 October 2025 amending Annex XVII to Regulation (EC) No 1907/2006 of the European Parliament and of the Council as regards per- and polyfluoroalkyl substances in firefighting foams was published on October 3, 2025, in the EU Official Journal.

Per- and polyfluoroalkyl substances (PFAS) are defined as: any substance that contains at least one fully fluorinated methyl (CF3) or methylene (CF2) carbon atom (without any H/Cl/Br/I attached to it).

The general REACH restriction goes like this:

“1. Shall not be placed on the market or used as of 23 October 2030 in firefighting foams in a concentration equal to or greater than 1 mg/L for the sum of all PFAS.”

As usually, there are many specific derogations in place, and they can be found in the regulation itself.
