After reading this article, you will know exactly who needs a chemical consultant in Bosnia, what are the requirements for a consultant and what you can expect from him. So, let's go one by one - first the answer to whether you need a consultant.

If you are a manufacturer and importer of chemicals, you must appoint a chemical consultant.

These experts are then entered into the Register of Manufacturers and Importers of Chemicals. You are obliged to provide information about the chemical consultant to the competent authority during the registration process.

In addition, a chemical consultant can be employed by a manufacturer or importer of chemicals on a permanent or part-time basis, depending on the scope of the work.

The chemical consultant must be familiar with and instruct you on the obligations dictated by the Chemicals Act. On the other hand, you can also task him with preparing the necessary chemical documentation (Safety Data Sheets, labels and safety instructions).

Now let's look at another important thing - what are the requirements for a consultant.

The Chemicals Act prescribes the conditions for a person who can be appointed as a chemical consultant. These conditions differ in the Republika Srpska and the Federation of Bosnia and Herzegovina:

  • In the Republika Srpska, a chemicals advisor can be a person with a completed first-cycle higher education with 180 ECTS points in the field of natural sciences, medicine and health, engineering and technology or agricultural sciences and additional education on the chemicals they handle.

(ECTS credits, which is the abbreviation for the European Credit Transfer and Accumulation System. This is a uniform practice in Europe that enables the recognition of qualifications abroad and is important at the national level because they contribute to the equality of learning outcomes and the burden on students.) 

  • In the Federation of Bosnia and Herzegovina, a chemicals advisor can be a person with a higher education degree and additional education on the chemicals they handle.

Given that the Republika Srpska Chemicals Act and the Federation of Bosnia and Herzegovina Chemicals Act are largely harmonized, this is the biggest difference between them.

"Additional training on chemicals" means continuous training on chemicals in accordance with the additional training program prescribed by the competent ministry.

In the Republika Srpska, this program is prescribed by the Regulation on the Additional Training Program for Chemical Advisors ("Official Gazette of the Republika Srpska", No. 69/18).

In short, if you need to enter the register of chemical manufacturers and importers, you must also appoint a chemical advisor.
