ADR 2025 refers to the amendments and updates to the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), which entered into force on 1 January 2025.

These changes are relevant for the transport of dangerous goods and include adjustments to classifications, packaging and procedural rules.

Here is a summary of some of the key changes in ADR 2025:

  1. Classification of dangerous goods:
  • The classification system remains largely unchanged for major classes such as 3 (flammable liquids), 6.1 (toxic substances) and 8 (corrosive substances). However, there will be a new subdivision in subsection 2.2.9.1.7 which now specifically addresses:
    • 2.2.9.1.7.1: Lithium batteries
    • 2.2.9.1.7.2: Sodium ion batteries
  • This amendment is significant as it introduces specific rules for the transport of sodium-ion batteries, including the assignment of new UN numbers and special provisions regarding their packaging and handling.

2. Transport of waste:

  • The new special provision 650 provides that wastes containing packaging residues, solidified or liquid paint residues can be transported under the conditions for UN number 1263, packing group II or UN number 3082.

  • A new subsection 4.1.1.5.3 provides that, when transporting waste, inner packagings of different sizes and shapes may, under certain conditions, be packed together in an outer packaging, which represents a significant change to the rules for the transport of waste.

3. Packaging regulations:

  • The updates include guidelines on the use of polyethylene packaging for liquid waste and provisions on the assimilation process and shelf life of such packaging, which are set out in subsection 4.1.1.21.7.

4. Changes to the documentation:

  • To comply with the new regulations, changes are made to the transport documents, in particular in subsection 5.4.1.1.3.3, which describes the necessary adaptations to the documentation related to the transport of waste.

  • The information required in the special cases defined in the different parts of ADR shall be included in the transport document in accordance with 5.4.1.1.21.

The changes introduced by ADR 2025 aim to improve safety and compliance in the transport of dangerous goods, particularly in light of the increasing use of lithium and sodium-ion batteries in various industries.
